  The Changchun Branch was founded in 1978. It is responsible for administrative coordination for its constituent institutes in Jilin and Heilongjiang provinces: the Changchun Institute of Optics and Fine Mechanics and Physics, the Changchun Institute of Applied Chemistry, the Northeast Institute of Geography and Agroecology and the Changchun Observatory. 

  The branch has five functional departments-the General Office, the S&T Cooperation Division, the Personnel Division, the Financial and Assets Division and the Supervision and Auditing Division-as well as a property management center and technology development center. The Changchun Branch assists the aforementioned institutes in leadership development as well as in the supervision, management and education of institute officials. It is also responsible for organizing, coordinating and encouraging cooperation between CAS and Jilin and HeiIongjiang provinces Furthermore, it promotes technology transfer and supports regional social and economic development. 

  The Changchun Branch and its constituent institutes have 3,467 staff members, of whom 2,591 are scientific or technical  personnel. This group includes 10 CAS members, one member of the Chinese Academy of Engineering, three members of The World Academy of Sciences (TWAS), three National Outstanding Contribution Experts and 55 Jilin Province Outstanding Contribution Experts. Twenty-eight scientists receive support from the National Science Fund for 

  Distinguished Young Scholars; 67 were recruited through the CAS Hundred Talent Program; and 53 are recipients of State Council Special Allowances due to their scientific contributions. Branch institutes also offer 23 doctorate programs and 36 master's degree programs. 

  Changchun Branch institutes focus on basic science such as physics, chemistry, astronomy, geography, and biology, etc. and corresponding technological fields. Its research scope covers luminescence, applied optics, optical engineering, precision machinery and equipment, inorganic chemistry, analytical chemistry, organic chemistry, physical chemistry, polymer physics and chemistry, wetlands science, regional agriculture, environmental science, remote sensing technology and applications, Northeast regional development studies, precision observation and precision orbit determination, and satellite kinetics, etc. 

  The institutes house 10 national-level laboratories and engineering centers: the State Key Laboratory of Luminescence and Applications, the State Key Laboratory of Applied Optics, the State Key Laboratory of Laser Interaction with Matter, the State Key Laboratory of Laser Interaction with Matter, the State Key Laboratory of Polymer Physics and Chemistry, the State Key Laboratory of Electroanalytical Chemistry, and the State Key Laboratory of Rare Earth Resource Utilization, as well as the National Engineering Research Center for Gratings Manufacturing and Application, the National Supervision and Test Center for Optics Mechanics Quality, the National & Local United Engineering Research Center of Small Satellite Technology and the National Electroanalysis and Spectral Research and Analysis Center. Branch institutes are also home to six CAS key laboratories: the CAS Key Laboratory of Optical System Advanced Manufacturing Technology, the CAS Key Laboratory of Airborne Optical Imaging and Measurement, the CAS Key Laboratory for Polymer Ecomaterials, the CAS Key Laboratory for Wetlands Ecology and the Environment, the CAS Key Laboratory for Mollisols Agroecology, and the CAS Key Laboratory for Soybean Molecular Design Breeding.                            

  The institutes have won many national awards and achieved many important research results, including producing China's first synthetic rubber, first electron microscope, first batch of optical glass, first complete separation of rare earth elements, first ruby laser and first radiation polymers, etc. 

  The Changchun Branch is devoted to promoting cooperation between CAS and Jilin and Heilongjiang provinces. It has helped bring together excellent resources both within and outside CAS to promote the transfer and application of scientific results by developing new innovation platforms and large projects. With the support of the Changchun Branch, a new development model for the old Northeast industrial base has been created that relies on innovation clusters, advanced manufacturing, core technology R&D, new materials and new energy, modern agriculture, biotechnology and international cooperation, among other things. As part of this effort, four innovation platforms have been established in Jilin and Heilongjiang provinces: the CAS Northeast S&T Innovation Center, the CAS Harbin Breeding Center, the Changchun Sino-Russian S&T Park and the Songyuan Modern Agriculture High Technology Base. The National Photoelectron Enterprise Incubator and the National Large Innovation Base have also been established, thus gradually creating a diversified regional cooperation network.
